The Casimir effect is reinterpreted as a purely spatial consequence of directional SEP saturation: projectional over-saturation of directions outside the plates and reduced directional compatibility inside the gap → a net pressure without time, forces, or vacuum fluctuations. It reproduces the inverse-quartic scaling and QED magnitudes when the same SEP-density unit is used. We provide a falsifiability criterion and a numerical table of predicted pressures. The scaling coefficient is derived as a combinatorial projection constant, with no time-dependent quantization.
